Summer School on the Rule of Law and Constitutionalism

The OSCE Programme Office in Astana, in cooperation with the Constitutional Court of the Republic of Kazakhstan, CAPS Unlock, and Coventry University Kazakhstan, is organizing a Summer School on the Rule of Law and Constitutionalism.

About the Programme

The Summer School aims to foster a deeper understanding of the principles of the rule of law and constitutionalism among young professionals and practitioners. Participants will take part in a series of lectures, hands-on workshops, thematic assignments, and simulation exercises designed to enhance both their knowledge and professional skills.

The programme also offers a platform for networking, peer learning, and dialogue among early-career professionals in Kazakhstan. It is expected that the Summer School will contribute to the strengthening of democratic institutions by building the capacity of emerging and mid-career professionals—laying the foundation for long-term, positive change in the field of the rule of law.

The curriculum is built on the principles of active participation and interactive learning. All participants who complete the full course will receive a certificate of completion.

Target Audience

The programme is open to up to 20 professionals under the age of 35 with a background in law or economics, who are currently enrolled in or have completed a Master’s or PhD programme.

  • Dates: June 30 – July 4, 2025 (5 full days)
  • Location: Astana, Kazakhstan
  • Selected candidates are expected to attend the full programme and must submit a letter of support from their employer confirming their availability.

Participation is free of charge.
The OSCE Programme Office in Astana will cover all expenses, including travel, accommodation, and meals for participants from outside Astana.

Application Process

Participants will be selected through a competitive process by a dedicated selection committee. Each application must include:

  • CV
  • Motivation letter (up to 150 words)
  • Short essay (up to 200 words) on one of the following topics:
    1. Contemporary challenges of constitutionalism in Kazakhstan
    2. The rule of law and economic development
  • Letter of support from the applicant’s employer confirming full availability for the programme
