Position Overview
CAPS Unlock is inviting applications for the position of Research Fellow (Education Policy) at the junior-mid career level. The role involves applied research in education policy, analytical support to education reforms, and the development of policy-oriented recommendations, with a primary focus on Kazakhstan and Central Asia.
The Research Fellow will contribute to the production of analytical outputs, the implementation of research and donor-funded projects, engagement with key stakeholders, and the development of CAPS Unlock’s education policy research agenda.
Key Responsibilities
Research and Analysis
Conduct qualitative and quantitative research in the field of education policy
Contribute to the design of research projects, including methodologies and data collection tools
Analyze national and regional education policies, strategies, and reform processes
Prepare analytical reports, policy briefs, research notes, and presentation materials
Participate in internal peer review and research quality assurance processes
Project Activities
Contribute to the design and implementation of research and analytical projects in education
Support project planning, timelines, deliverables, and reporting requirements
Coordinate with the CAPS Unlock team to align research, communications, and management components of projects
Support the organization of expert meetings, roundtables, seminars, and public events
External Engagement/Networking
Communicate with representatives of government institutions, expert communities, international organizations, and civil society
Present research findings at regional and international events
Contribute to the development of professional networks and partnerships in the field of education policy
Required Qualifications and Skills
Master’s degree or PhD in education, public policy, sociology, economics, or a related field
Experience in research and/or analytical work in education policy (preferably in Central Asia)
Strong qualitative and quantitative data analysis skills
Ability to produce structured analytical texts and policy-oriented outputs
Working proficiency in Kazakh, Russian, and English
Ability to work both independently and within interdisciplinary teams
Adherence to confidentiality standards and professional research ethics
Preferred Qualifications
Experience working on donor-funded research or analytical projects
Experience engaging with government bodies or international organisations
Contributions to publications, analytical reports, or expert commentary
